A girl might like you. However, she genuinely has a bad logistics to date you. For example, she can't meet you due to genuine reasons such as travel reasons, her exams, and the close relative passed away, etc. Please don't mistake this as a shit test. Show empathy, often men are taught since young to toughen up be tough, etc. but there is nothing bad showing compassion a little bit . Empathise with her, listen to her problem make her feel like you genuinely care. People will always remember how they made you feel. When the time is right, it will be easier to get the date down the road because she likes you and she trusts you as you were not pushy.
If you are calling her but she's not picking up the phone. To avoid this call her straight after you got her number while you are messaging with her or ask her when is a good time to talk. If you just leave a voicemail, it is hard to tell she if listened to your voicemail and she may only check your voicemail after three-four days. It could be that you are not calling her at the right time. Usually, the evening time is a good time to call her because that's when the office, lectures are over.
You had better learn something about the concept commitment and consistency. If a person says yes to a request, they are more than likely to say yes to the similar request next time because humans act in agreement with how they have acted before. I am sure you have social intelligence to not to ask a girl too many on the first date, but most often than not guys do similar things.
